SRAE is the Southwest Riverside Adult Education Consortium. It is made up of local adult education providers in the Southwest Riverside Region. It operates as part of the California Adult Education Program (CAEP).
The goals for each consortium are to
- Collectively assess the educational and workforce needs of adults in the region
- Define strategies and activities to meet those needs
- Create and follow three-year and annual plans.
The consortium is funded through the California Adult Education Program. Regional funding amounts are determined by the State of California through the California Department of Education (CDE) and The California Community Colleges Chancellor’s Office (CCCCO). Individual district allocations are determined through the annual Consortium Fiscal Administration Declaration (CFAD). Allocations for all districts can be found on the CAEP website.
- 8 K-12 School Districts: Banning USD, Beaumont USD, Lake Elsinore USD, Murrieta USD, Perris USD, San Jacinto USD, Temecula USD
- 1 Community College: Mt. San Jacinto College
- 1 County Office of Education: Riverside Office of Education (RCOE)
The consortium provides a structure to evaluate the needs of adults in the Riverside region, providing education and workforce services, engaging in activities that provide for seamless transitions to postsecondary and careers, and leveraging resources to best serve the communities of need. In addition to education and workforce services provided to students, the consortium hosts an array of meetings, staff development, collaborative teams, and resources designed to support staff and students.
As stipulated in the education code (EC84913), agencies funded under the California Adult Education program offer 7 program areas.
- Adult Basic Education (Including High school diploma and equivalency-GED/HiSET)
- Programs for immigrants (Citizenship, ESL, Vocational ESL)
- Programs for adults to assist elementary and secondary school children to succeed academically.
- Programs for adults with disabilities
- Programs in Career Technical Education (CTE) that are short-term and have high employment potential
- Program offering pre-apprenticeship training conducted with one or more approved apprenticeship program
- Programs for adults that are primarily related to entry or reentry into the workforce
Each member-district can appoint an SRAE Steering Committee Member which is the Point Person for that district.
The Steering Committee members provide direction to the consortium and collectively make up the decision-making body. These members also operationalize the SRAE plan at their respective local district sites and provide member-district perspective during consortium activities.

The consortium is governed by the SRAE Steering Committee. Each member-district has one vote. A majority of members present can pass an action item provided a quorum is reached. In compliance with the Brown Act, Board actions occur at open, public, and noticed meetings. The SRAE Steering Committee follows the SRAE Consortium bylaws. SRAE Consortium Meetings are open to the public. The Steering Committee meets on the second Friday of each month. Meeting agendas and minutes can be found on the SRAE website.
